Makkar rejects Haryana probe, seeks inquiry

REWARI: SGPC president Avtar Singh Makkar rejected Haryana government's action of ordering an inquiry by the divisional commissioner into the reported mass killings of Sikhs in Hond Chillar village of Rewari district in 1984 which was exposed by a Sikh body a few days ago.

Talking to TOI, Makkar who visited the village along with ten surviving members of the families that were allegedly butchered by the mob in an organized attack, demanded a high level probe into the incident.

"Nothing short of a judicial inquiry is needed in this incident. The inquiry should be ordered immediately, and the accused should be identified and the responsibility of the officials who failed to follow up the case even after lodging of the complaint, should be fixed". Makkar also demanded restoration of the land and houses, which were reportedly acquired by some persons at throwaway prices after the incident, to the affected families. Dhanpat Singh, who was sarpanch of the village at that time stated the perpetrators of this heinous act must be brought to book. "It's surprising that the families of the victims or any other organization did not follow the case for 27 years. The accused who committed the crime must be punished and I am ready to cooperate to nail the accused. It was under pressure from the then government that the police did not take any action on my complaint into the incident", Dhanpat, 83, said.

THE seven-member fact finding committee, constituted by the Shiromani Gurdwara Parbandhak Committee (SGPC) for on-the-spot assessment of the reports of a massacre of Sikhs at Hondh-Chillar village in Rewari district in Haryana, has found traces of the carnage that had taken place in November 1984 following the assassination of Prime Minister Indira Gandhi.

The committee spoke to a few people On Sunday and they narrated “harrowing tales of the massacre” and recounted how the village gurdwara was burnt.

SGPC chief Avatr Singh Makkar said with the traces of such a massacre coming to the forth, they would demand a high-level judicial probe into the incident. He said the committee comprising SGPC general secretary S S Bhaur, members K S Panjoli and Rajinder Singh Mehta, secretary Joginder Singh Adliwal, Ram Singh and Kirpal Singh met one Manmohan Singh, an eyewitness to the carnage in which 34 men, women and children, were killed by a violent mob.

Chandigarh, Feb 18 (PTI) The Haryana government today requested the Centre to allot non-functional weapons of the armed forces for a newly-constructed war museum at Rewari. In a letter to Defence Minister A K Antony, the state Finance Minister Ajay Singh Yadav requested for allotment of non-functional weapons of the armed forces for Rezangla War Museum and Memorial at Rewari so that these could be used for public display, a press release said here. Yadav said during the Chinese aggression in 1962, a battle was fought at Rezangla Ridge at a height of 16,000 feet in Ladakh region where 114 soldiers of Ahir Rifle Company of 13 Kumaon Regiment -- most of whom hailed from Rewari, Mahendergarh and Gurgaon -- killed about 1,300 enemies. He said to commemorate the sacrifice made by the soldiers from the area, Rezangla War Museum and Memorial -- inaugurated on November 18 last year by Chief Minister Bhupinder Singh Hooda, was constructed.

BPL houses: Draw of lots from March 8

After The Indian Express reported anomalies and a gaffe in the draw of lots for the allotment of flats to below poverty line (BPL) families, the Haryana Housing Board issued a statement on Wednesday, saying the exercise scheduled to be held at Gurgaon, Dharuhera, Faridabad, Fatehabad, Ratia, Sirsa, Karnal, Sonepat, Kurukshetra, Panipat, Yamunanagar, Narwana and Rewari from February 14 to 17, “has been postponed due to technical reasons”. A spokesman of the board said now the draw would be held from March 8 to 14.
The draw at Faridabad and Fatehabad will be held on March 8, at Dharuhera and Yamunanagar on March 9, at Panipat and Karnal on March 10, at Kurukshetra, Rewari and Narwana on March 11, and at Gurgaon, Sonepat, Sirsa and Ratia on March 14. The statement said it had also been decided to reduce the interest rates and administrative charges for the flats.

Two gangsters arrested in Rewari

Rewari, Feb 14 (PTI) Haryana Police today claimed to have busted an inter-state gang of criminals with the arrest of two gang members.Two pistols, six cartridges and a stolen car were recovered from the arrested, they said. Besides these recoveries, two stolen trucks were also seized.Naresh Yadav of Jhajjar district and Manjit of Sonepat district were arrested yesterday and produced before a magistrate, who remanded them in police custody for three days.The duo were apprehended during a raid in Jatuwas village on the Rewari-Bharawas road here yesterday, they said, adding that five gang members however managed to flee. Haryana government has rejected the proposal of state police department to have commissionerate system of policing in Rohtak and Rewari. Sources said the police department had recently submitted a proposal requesting the government to introduce police commissionerate system in Rohtak and Rewari on the lines of Gurgaon and Faridabad.

The proposal stated that there was a need for a commissionerate system of policing in both Rohtak and Rewari, which have sufficient population for the new system, and that there was a need to improve policing in both the districts.

However, the proposal was rejected on grounds that the existing commissionerate system in Gurgaon and Faridabad had not brought about major improvement in policing, said sources.

A high-level meeting was called to discuss the police department's proposal during which a number of officers expressed their unhappiness over the present state of police commissionerate system in Gurgaon and Faridabad.

Officials said the police department had failed to meet targets in both the districts in terms of effective policing and also in gaining public confidence.

Sources said the general view in the meeting was that the commissionerate system in both the cities did not meet the desired expectations.

A senior bureaucrat, when contacted, said that the feedback from Gurgaon and Faridabad on the commissionerate system was not very encouraging.

"Under the new system, police have the powers to issue licenses under the Arms Act, but people are not happy. Police have also got more powers to control traffic and maintain law and order, but we don't see any major change in both the cities. Crime situation is as it was and traffic chaos has worsened," said the senior official.

Gurgaon was the first city in Haryana to get the commissionerate system of policing in 2007 followed by Faridabad in 2009.

Under the commissionerate system, police have all the magisterial powers, including that under sections 107 and 151 of the CrPC along with the power to issue licence under the Arms Act. Police can issue search warrants, take preventive measures and allow use of force and can invoke section 144 of the CrPc.

Faridabad district has been divided into Old, NIT and central Faridabad zones, each headed by deputy commissioner of police (DCP), and for Gurgaon also three police zones have been created under the commissionerate system.

When contacted, a senior police officer, however, refuted the claims that the new system has been ineffective in both the cities.

"Policing has improved in both Faridabad and Gurgaon. The only problem is that certain sections of the bureaucracy don't want to give police more powers, which the commissionerate system ensures," said the officer.
