CHANDIGARH: Almost 100% loss to their wheat crop due to recent rains and hailstorms has led to the death of three, including a woman, due to heart attack in past three days in Darauli village of Rewari district. Two farmers died on Monday, while 55 year-old Dharampal had passed away on Saturday.

Anita, 42, died after she went to her fields to harvest whatever had remained of the crop. She did not find any grains in the wheat sown in four acres of land. The crop had been flattened by rain, winds and hailstorms. The family owned just two acres of land while the remaining two acres was hired for sowing.

According to Anita's son Jogender Kumar, 21, the family was under a debt of Rs 6.5 lakh, out of which Rs 2 lakh was taken from a nationalized bank. "We had even sold two acres of land for relief from the debt in 2014," he said. But the family's debt again went up following his the expenditure on his marriage. The family's younger daughter's marriage was scheduled for November which had put more pressure on them.

Damage to crops had dashed the hopes of family of getting any relief from the debt. "My mother could not bear the loss to the crops," said Kumar.

Another 80-year-old farmer Shri Chand also died on Monday after suffering a heart attack when he saw the total destruction on his fields. Sources said that he was also under debt. Even Dharam Pal is also said to have died of the heart attack on account of crop loss due to inclement weather.

Jatusana station house officer Narender Singh confirmed that the families concerned had told the police that the three died due to shock when then saw their damaged crops.

Kosli sub-divisional magistrate Nirmal Nagar told the TOI that the farmers of the village were not in a position to bear loses to their crops. After getting information about the repeated deaths in the village, Nagar along with revenue officials on Monday visited Darauli and conducted the girdawari (assessment) to know the exact loss to crops. "The damage to the crops is almost 100%," Nagar confirmed.

"We have recommended to the divisional commissioner that the loan of the affected farmers from the village be waived off. We have also urged the government to provide monetary help to the affected families under existing schemes of the government," the SDM added.

Rewari, Apr 1 (PTI) A minor school girl was allegedly raped by her 17-year-old schoolmate at a deserted house in Loola Ahir village, police said today.

A 14-year-old girl was coaxed and taken to a deserted house at Loola Ahir village, about 10 km from Kosli by one of her schoolmates yesterday and raped her, they said.

A complaint was filed by the victim's father after the girl narrated the incident to her parents, police said.

Cases under the provisions of the Protection of Children from Sexual Offences Act (POCSO) as well as abduction have been registered against the accused, they said.

The victim was today sent for medical examination in the local civil hospital, police said, adding that further investigation is on.

GURGAON: An engineer has been arrested for the murder of a security guard at a metal factory on Basai Road on Monday. The accused, Praveen Kumar, 32, admitted to killing the guard as he had allegedly molested Kumar's five-year-old daughter, police said. Kumar was produced in a city court and sent to a a day's police remand. 

Kumar, an engineer, was employed with Technomech Engineering Sheet Metal for the past four years. A resident of Rewari, he lived with his family in a room in the factory building. 

The victim, 56-year-old Bijender Singh (not Chauhan as earlier reported), would routinely pick up factory keys from Kumar's residence at around 8-9 pm after workers had locked up for the day. On Sunday night, Kumar sent his daughter to hand over the keys, when Singh allegedly molested her. An angry Kumar then hit the 56-year-old guard with metal sheets and strangled him, police said. 

A resident of Surat Nagar colony, Singh was a Technomech employee for the past two years. He was on duty on the ground floor of the factory on Sunday night, and was found dead Monday morning with a cloth tied around his neck and body covered in bruises. Following a complaint by his son, Dharmendra Singh, an FIR was lodged under Section 302 of IPC on Monday, against an unidentified person, based on the autopsy report. 

The investigation led the police to Kumar, who initially changed his statements but later confessed to murder. "Kumar has been booked under Section 302 of the IPC," said Vishal Kumar, SHO, City police station.
Two youth were booked today for allegedly attempting to outrage the modesty of a woman and threatening her in Bhakli village of the district. 

The woman in her complaint alleged that the two youth forcibly entered her house and tore her clothes and tried to outrage her modesty in Bhakli village near Kosli area last night. 

However, when the woman raised an alarm, her husband came to her rescue following which both the youth fled away while threatening them of dire consequences, police said. 

A case of sexual harassment and criminal intimidation has been registered against the duo.

Unscheduled rain has wreaked havoc on the rabi crop in the state, where thousands of acres have been inundated due to the heavy showers last night.
The government’s special girdawari to gauge the extent of damage after March 22 is now expected to get further delayed. Earlier, its deadline was April 7. Though, no official figures on the damage have been tabulated yet, a rough estimate suggests that the state would not be able to meet its procurement targets.
Chief Minister Manohar Lal Khattar has asked the Centre for Rs 1,135.91 crore to compensate the losses.
Officials of the Agriculture Department said every time there was a fresh spell of rain, the task to calculate losses had to be started all over again.
The state has no clue as to the extent of damage after March 22, but for bits and pieces of information coming from different districts.
Till March 22, the state put the losses to agriculture at Rs 537.28 crore, horticulture Rs 21.16 crore, animal husbandry Rs 28 crore and civic infrastructure at Rs 45.15 crore. The known damage was about 18 lakh hectare wheat and 50 lakh hectare mustard crop.
Haryana has already announced rescheduling of crop loans, waiver of electricity bills and cash compensation.
A report from Bhiwani said the fresh spell of hailstorm and rain had affected over 23,000 acres of agriculture land at Tosham and Dadri blocks of the district. District Revenue Officer Mahinder Kumar said earlier the loss in 44 villages was estimated to be around 41,526 acres of agriculture land. Hence, the total loss had reached 63,000 acres.
In Karnal, last night’s rain has raised the number of villages suffering extensive damage to wheat crop to 55 across five Assembly segments.
The Agriculture Department, in its first report, had indicated around 15 per cent damage to wheat crop and 30 per cent loss to mustard crop. But the losses have risen sharply.
The assessment at Yamunanagar suggested damage to 18,336 hectares of wheat crop till yesterday. During this period, the damage to sugarcane has been reported in about 3,960 hectare, maize crop in 3,163 hectare, sunflower crop 1,723 hectare, pulses 1,978 hectare and mustard crop in 3,022 hectare.
In Mahendragarh, wheat was damaged in over 5,000 acres by rain and hailstorm last night. “Wheat crop spread over 4,750 acres has suffered more than 75 per cent loss while 51-75 per cent damage was calculated in 250 acres during the survey,” said Dr Harpal Singh, Assistant Plant Protection Officer (APPO) at Narnaul.
There are reports of 100 per cent loss to wheat crop spread over 4,000 acres in 40 villages of Rewari district. “Around 40 villages of Nahad, Jaatusana and Kosli blocks have suffered loss between 75 to 100 per cent in the latest spell of rain and hailstorm,” Rewari Deputy Commissioner Yash Garg said.
Chaudhary Charan Singh Haryana Agricultural University, Hisar, has indicated that there may be further loss to crops if the prediction of inclement weather from April 4 to 8 came out to be true.
In Jind, wheat in over 36,500 hectare has been damaged. Out of this, 27,500 hectare have suffered losses of 0-25 per cent, 4,500 hectare of 26-50 per cent, 3,000 hectare 51-75 and 1,500 hectare have suffered 76-100 per cent losses.
In this district, wheat has suffered the maximum loss, said Ram Partap Sihag, Deputy Director, Agriculture.
Virender Arya, Deputy Director, Agriculture, Sonepat, said wheat crops in around 64,000 hectare out of total 1,42,000 hectare had been damaged to the extent of 10 to 20 per cent. Similarly, the same per cent damage had been caused to mustard crop in about 1,800 hectare out of 34,000 hectare of total cropped area.
In Gurgaon, the official survey of the administration has put the loss of crop at over 50 per cent. In Mewat, the losses at some places are up to 80 per cent. Rohtak MP Deepender Hooda visited the hail-hit villages today and demanded prompt survey to assess crop damage and adequate compensation to the affected farmers.
Surender Yadav, Deputy Director, Agriculture, Kurukshetra, said out of 1.15 lakh hectare wheat cultivation, initial assessment indicated loss to be around 15 to 20 per cent.

Farmers seek waiver of interest on loans 
Jhajjar: Hit hard by Thursday's rain and hailstorm, farmers here on Friday sought compensation for the damaged crop. They also demanded waiver of interest on farming loans. "For the first time, I have seen such a massive devastation of wheat and mustard crops by hailstorm. This has made me to think about an alternate job to earn a livelihood," said Hawa Singh (45), a farmer who lost his crop spread over 5 acres. Like Hawa Singh, there are several other farmers in Goraiya village, about 45 km from here, who have suffered extensive losses. Devender Lamba, who had taken a loan of Rs 2 lakh, said it would be a relief to the affected farmers if the government waived off interest on loan, besides awarding ample compensation for the loss.  — TNS
Marginal loss to wheat in Kaithal  
Kaithal: Untimely rain and strong winds in early March have destroyed wheat crop in 9,000 acres in the district. Rohtash Singh, Deputy Director (Agriculture), said the crop was sown on 1.75 lakh hectares. Though there is no widespread loss, crop in a few pockets where rainwater had accumulated was adversely affected. A girdawri by the revenue department said the overall loss to crop is 2.12 per cent.  — TNS

रेलवे के मुताबिक डबल फाटक पर बनाए जाने वाले इस अंडरपास के निर्माण में जो भी खर्च आएगा उसका आधा हिस्सा राज्य सरकार देगी, जबकि आधा भुगतान रेलवे खुद करेगा. आपको बता दें कि जहां अंडरपास बनना है इसके आस-पास करीब 12 कॉलोनियों के लोग फाटक बंद रहने की समस्या से परेशान रहते हैं.
अंडरपास बन जाने से लोगों को काफी राहत मिलेगी, क्योंकि फाटक काफी देर तक बंद रहता है. आलम यह रहता है कि लोग अपनी जान को जोखिम में डालकर यहां से आते-जाते हैं. लोगों ने इस फाटक पर अडंरपास बनाए जाने के लिए लंबा संघर्ष किया है. अब उम्मीद कि जल्द ही अंडरपास बनाए जाने का काम शुरू किया जाएगा और उन्हें इस समस्या से निजात मिल सकेगी.
जागरण संवाददाता,रेवाड़ी: जिले में बृहस्पतिवार की रात को आए तेज अंधड़ व बारिश के कारण बड़ी संख्या में पेड़ भी टूट गए हैं। पेड़ टूटकर गिरने की वजह से कोसली, जाटूसाना एवं डहीना क्षेत्रों के प्रमुख मार्ग अवरूद्ध हो गए।
नांगल मूंदी के निकट बड़ी संख्या में पेड़ टूटने से रेवाड़ी-महेंद्रगढ़ मार्ग भी रातभर जाम रहा, जिसके चलते वाहन चालकों को दूसरे रास्तों से जाना पड़ा।
सुबह होते ही लग गया जाम
रात के समय आए तेज अंधड़ व बारिश की वजह से नांगल मूंदी से डहीना तक बड़ी संख्या में पेड़ टूटकर सड़क मार्ग पर गिर गए। इसके चलते रात को अधिकांश वाहन चालकों ने नारनौल रोड के जरिए अपना सफर तय किया। सुबह होते ही रेवाड़ी एवं महेंद्रगढ़ की तरफ आने वाले तथा जाने वाले वाहनों की आवाजाही बढ़ी तो जाम लगना शुरू हो गया। इसके अलावा जाड़रा के निकट तेज अंधड़ की वजह से एक ट्रक भी सड़क से उतर गया। वाहनों की कतार लगने के बाद पीडब्लयूडी के कर्मचारी वहां पहुंचे तथा क्रेन की मदद से सड़क पर पड़े पेड़ों को हटाकर यातायात सुचारू कराया। इस कारण सुबह 6 बजे से साढ़े 8 बजे इस मार्ग पर वाहनों की कतार लग गई। इसके बाद वाहनों से उतरे खुद यात्रियों एवं आसपास के गांवों के लोगों ने सड़कों पर पड़े पेड़ों को हटाकर यातायात को सुचारू कराया।
परेशान रहे यात्री, अटकी रोडवेज बसें
सड़क पर पेड़ गिरने की वजह से सुबह के समय वाहनों की संख्या बढ़ने के साथ कई किलोमीटर लंबा जाम लग गया। इस कारण विभिन्न स्थानों पर जाने वाले यात्री भी अटक गए। सबसे अधिक परेशानी उन यात्रियों को हुई जिनको सुबह के समय ट्रेन पकड़नी थी या दिल्ली-गुड़गांव जाना था। जाम की वजह से रोडवेज की भी दोनों 10 से अधिक बसें अटक गई जो कि कई घंटों की देरी से अपने गंतव्य तक पहुंचीं।

Union minister for consumer affairs, food and public distribution Ram Vilas Paswan and union minister of state for agriculture Sanjeev Kumar Balyan on Tuesday assured the Haryana government of maximum possible relief to farmers whose rabi crops had been damaged by recent rains and hailstorm. 

Briefing newspersons after holding a meeting with Haryana chief minister ML Khattar, agriculture minister OP Dhankar and senior department officials here, both the union ministers also assured that they would also take up other demands of the state government, including the interim relief of about `1135 crore and relaxation in the quality norms of the damaged crops, mainly wheat, with the Union agriculture minister Radha Mohan Singh as well as in the Cabinet meeting. They said they were scheduled to visit various affected areas of Haryana later in the day. 
To the question of implementation of Swaminathan commission recommendations, especially enhancing the minimum support prices (MSPs) for crops, Balyan said that the Union government had decided to implement the same in phased manner. The government was clear about lifting the entire stock as well as giving the best possible relief to the farmers, he added. 
Paswan also said that Khattar had also sought `100 bonus per quintal over and above the MSP of wheat, relaxation in  standard quality norms for wheat procurement in current Rabi season and special central assistance of `1136 crore to compensate the loss to crops which would be taken up in the Cabinet. Khattar had also sought `10,000 per acre for the completely destroyed crops, he said. 
Describing the BJP government at the Centre and state as pro-farmer and pro-poor, Paswan said that a false propaganda was created against the BJP government, but the main aim of the government was to ensure the welfare of farmers, the poor and down-trodden.

In reply to another question, he said that Central teams were visiting all the states where the crop had been damaged due to flood, rain or hailstorm and not only ones run by the BJP-government.
Khattar, who also replied to questions of mediapersons, said that `1136 crore relief had been sought for the crop which had been damaged till March 22, and as the rains had continued thereafter as well, the state might need more relief.
He said that compensation should also be calculated in the slabs of 0-10%, 11 to 25%, 26 to 50%, 51 to 75% and 76 to 100%. At present, the Central government did not give compensation on crop loss upto 50%.
On the special girdawari, he said the final report, which was to come by March 31, would now be received by April 7.

Khattar made it clear that state government would compensate each farmer within a month after getting the final report of girdawari. 
He said that the worst-hit areas included Bawal tehsil in Rewari district, Rewari tehsil, Khol and Kosli tehsils in Rewari, Nuh and Punhana tehsils in Mewat and Taoru and Hathin tehsils in Palwal district.

GURGAON: A 25-year-old man was arrested on Friday for allegedly kidnapping and raping a 20-year-old college student two months ago. The girl, a resident of a village near Pataudi, is pregnant and is now admitted to Civil Hospital in Gurgaon. A second-year BA student, the girl`s father told police, was abducted in a car, drugged and raped by the arrested man and his friend and then dumped at a private hospital in Rewari.

Police identified the prime suspect as Himanshu, a resident of Inchapuri village. His friend, Krishan Kumar whose car was allegedly used in the crime, is at large. Himanshu, police said, called the girl`s family and informed them she was at the Rewari hospital.

But the family did not report the crime to the police because the girl was scared and in a state of trauma, a police officer said. A case was registered against the duo under sections 363 (kidnapping) 366 (abduction) 376(g) (gang rape) and 328 (causing hurt by poison) of the Indian Penal Code at Pataudi police station. On March 31, the girl fell ill and was taken to a private hospital in Haily Mandi, where tests confirmed she was pregnant.
